People that are familiar with middlebury,Vt?

Im going to a summer program in vermont and just wanted to know what is the weather like in July and what phone company has the best service there? i heard service there is either low or none at all... the dorms i am staying in doesn't have AC so im hoping the weather isn't too hot, but i doubt it. please be desrcriptive
