Do they make water spouts with locks?

One of my neighbors or someone else keeps using my water from the spout in my front lawn while I am away (sometimes weeks at a time). I really don't have time to be going door to door to find out who is doing it cuz they are gonna lie anyways and if I cut off the valve at the curb, they still have access to that too so ... Is there a device or adapter I can put on the spout that will at least discourage anybody from using it?
