Why doesnt my WiFi on my PC not pick up my signal, it says signal not available and refresh list?

my laptop picks up signal fone. ythe pc in room picks up a neighbors signal just fine(only 3 Mbps) but it picks it up. my signal begins to connect and a pop up comes up and says signal no longer availble abd to refresh. and at the same time the laptop picks it up just fine.. is there something im not doing? my signal is secured the neighbors is not.
