Costume party in winter...what to wear?

My friend is having a costume party, sort of an early Halloween (we can't have a proper Halloween coz we will have final year exams). It'll be in winter and it'll probably be quite chilly. I'm 5"6' and petite but hourgl. Any costume ideas? I don't want to pay a lot either... I want to look cute too :)
