What products can I use for clearing my skin?

I have dry/sensitive skin.. What otc products can I use to clear acne (rough, sandpaper feeling skin colored bumps on forehead) and chest.. They are only visible if the sunlight hits my forehead, its awful! I have used Pro-active, and it worked great for the first mth.. but then worsened.. Any suggestions would be appreciated!
